Where can you park a food truck on Maui?

You have the truck and the menu, and then comes the question that decides everything else: where are you allowed to sell? Maui County put out a Food Truck FAQ in July 2026. Here is what it says, in plain words, so you can check a spot before you pay for it.

The short version

Selling from a truck is allowed in a few zoning districts, with the owner's approval and only on spare parking. Roadsides need a county vendor's license. Farms have their own registration. Residential streets are generally out. And none of it replaces the state health permit, which every truck needs wherever it parks.

Where this comes from

The source is the County of Maui's Food Truck FAQs (PDF), published July 23, 2026 and read on October 12, 2026. A county news item from April 29, 2026 announces Ordinance 5834, which now allows food trucks and trailers on farms in the Agricultural District. Rules change, so treat this as a map and confirm with the county before you sign a lease or pay a fee. We are a web design shop, not lawyers.

Private lots in business, hotel and light-industrial districts

The county says a truck may vend on private property in the Business districts, the Hotel districts and the Light-Industrial district, with the owner's approval. The catch is the parking. The lot has to have stalls or areas beyond what the existing use already requires. A truck may not sit in an active vehicle parking area, which the county defines as required parking spaces, aisles, driveways and lanes.

So before you shake hands on a spot, ask the owner one question: are there spare stalls beyond what the building needs? If the honest answer is "it is full at lunch", the county rule is against you.

Roadsides and county rights-of-way

Vending in a county right-of-way requires a vendor's license from the Department of Finance, Division of Motor Vehicles and Licensing. The county says that is also the place to register your food truck, and you apply through that division's website.

Farms in the Agricultural District

This is the new one. Under Ordinance 5834, a truck or trailer operated by a producer on a farm qualifies as an agricultural food establishment. What the county FAQ lists:

  • Register as a Commercial Agricultural Structure before you operate. For a truck or trailer of 1,000 square feet or less, this is done online through the county's MAPPS Customer Self-Service portal.
  • Prepare and serve food at retail using agricultural products grown, raised or caught in Hawaii, with priority given to County-grown products.
  • A maximum of two commercial agricultural structures per lot, subject to the county's parking requirements.
  • A special use permit is required if the truck or trailer is over 1,000 square feet of floor area, if it is in the Molokai community plan area, or in the Hana community plan area once 25 trucks are registered.
Where Maui County says a food truck may set up, and what each place needs
WhereWhat the county says it needs
Private lot in a Business, Hotel or Light-Industrial district Owner approval, and spare parking beyond what the existing use requires. Not in aisles, driveways or required stalls.
County right-of-way A vendor's license from the Department of Finance, Division of Motor Vehicles and Licensing.
Farm in the Agricultural District Commercial Agricultural Structure registration, Hawaii-grown ingredients, and a special use permit in the cases above.
Residential neighborhood Generally not allowed. The county says driving in and parking to vend is not a standard permitted use there.
County park, beach or special event Typically approval and a separate event or Parks and Recreation permit, which the event organizer obtains.

Flood zones, the shoreline and the Special Management Area

If your spot is in the FEMA special flood hazard area, the county says a truck is allowed when it is under 400 square feet on a single chassis and ready for highway use. The county defines that as licensed to be legally driven on roads, on wheels or towable with a jacking system, and not attached to any permanent utilities. If the spot is in the Special Management Area or the shoreline area, more applications and approvals may be required.

The county points owners to two online tools: the Land Use Viewer, where you enter an address or tax map key and choose Zoning, and the Maui County Flood Hazard Assessment Tool. Check both for the exact lot before you commit.

The permit that has nothing to do with where you park

The county FAQ gives this its own warning. Every food truck needs a State Mobile Food Establishment permit from the Department of Health, wherever it is set up, and a copy must be kept in the truck. County zoning approval only covers where you may vend. We covered the steps in how to get a food truck health permit on Maui. The county also says you need a business license, and, if your truck discharges wastewater to a county treatment facility, a wastewater discharge license that is renewed every two years.

Who to ask

For zoning and permit questions the county lists the Department of Planning, Zoning and Enforcement Division at (808) 270-7253 or zoningdivision@mauicounty.gov. Ask before you pay a deposit, not after.

Then tell people where you are

Once you have a legal spot, customers still have to find it. We wrote about why "food trucks near me" never shows your truck, and about the state tax license that lets you sell. A website that says where you are today is the part we sell, and you can look at the sites we have built for Maui trucks first.
